Someone realizing that the curve of the road could create a dangerous situation put up a mirror. By looking into the mirror, one could then approach and enter the road safely in confidence that the way was clear.
As opposed to having entered the road, gotten into a dangerous situation and then said "I wish I had put a mirror up?"
